Conference: “Tomorrow’s Palestine: One Democratic State. For All Its Citizens”

Nov. 7–8, Madrid, Spain

The One Democratic State Initiative (ODSI)

On 7 and 8 November 2025, the One Democratic State Initiative (ODSI) organised a political conference entitled “Tomorrow’s Palestine: A Democratic State for All Its Citizens”, with the aim of transforming this decolonial vision into a political movement capable of coordinating the efforts of Palestinians and Jews, both from Palestine and the diaspora, as well as allies from around the world.

The One Democratic State Initiative (ODSI) is a Palestinian political organisation that seeks to place at the centre of the Palestinian liberation discourse the fundamental question: “The Zionist State or a Democratic Palestinian State?” — rather than limiting the struggle to mere expressions of solidarity with Palestinians or to criticisms of Israel without a clear political objective. This question, and the vision it represents, marks a pivotal moment in the fight for the decolonisation of Palestine.

The Initiative was officially launched in January 2023, but it is the result of earlier efforts dedicated to promoting the vision of a Democratic State in Palestine. Those behind it include Palestinians both in Palestine and in the diaspora, as well as allies from across the Al-Sham region. Today, the work of the Initiative is coordinated by a committee of ten coordinators — five men and five women — based in Palestine, the Al-Sham region and various parts of the world, working together to build and strengthen a political movement aimed at establishing a democratic state throughout Palestine.

The aim of the Initiative is therefore to mobilise individuals, entities and political parties, both inside Palestine and abroad, around this goal. To this end, ODSI reaches out — both online and in person — to individuals and groups who support the One Democratic State solution, who recognise the threat posed by Zionism but have not yet endorsed this vision, or who are simply open to listening.

UPAL Statement

“The Palestinian Union of Latin America (UPAL) extends its sincerest congratulations to the organisers of the meeting in Madrid, dedicated to promoting the principle of a single democratic and secular state throughout historic Palestine, where all — Muslims, Christians and Jews — may live together in equality, justice and freedom, in peaceful coexistence and free from Zionist ideology.

We extend our special acknowledgement to Raúl Kheir, ODSI coordinator, for his leadership, commitment and political clarity in defending this inclusive, just and profoundly human vision. This initiative is fully aligned with UPAL’s principles and worldview, which advocate for a united, free and sovereign Palestine — without walls, without apartheid and without any form of exclusion. From Latin America, we reaffirm our commitment to this ideal and to all those who work for the liberation and unity of our homeland. One single democratic and secular state, where all are welcome.”
